In anticipation of [Monroe's visit to Charleston,] the first presidential visit [to that city] since that of Washington, the Common Council on March 1, 1819, resolved to "'solicit James Monroe ... to permit a length likeness to be taken [i.e., painted] for the City of Charleston ... .'" The bust-like portrait was finished on December 18... . "The White House painting is assumed to be the replica for [Monroe's] daughter ...
